Greenville vs Jacksonville: The Cheaper House Costs Twice as Much to Keep
The typical home in Duval County sold for $313,451 in August. In Greenville County it was $374,895. So the Jacksonville house is about $61,000 cheaper, Florida charges no state income tax, and South Carolina does. Every relocation article about these two cities stops right there.
Here is what they leave out. Property tax and homeowners insurance on that cheaper Jacksonville house run about $8,400 a year. On the more expensive Greenville County house, the same two bills run about $3,900.
Add everything back together and Jacksonville still wins by roughly $1,400 a year. That margin is real. It's also the least stable number in this entire comparison, and Florida voters get to move it on November 3.

Jacksonville home prices are lower than Greenville's, and that surprises almost everyone
Most people assume Florida is the expensive one. On the purchase price it isn't, at least not here.
Duval County's median sale price has been flat for a year, up 0.1%. Greenville County is up 1.3% over the same stretch, on about 40% fewer sales. A quarter of Duval listings took a price cut before selling. Sellers there are closing at 97.3% of list. Greenville sellers are getting 98.1%.
So a buyer moving from Greenville to Jacksonville gets a cheaper house and more leverage at the table. On a 30-year loan at 6.5% with 20% down, borrowing $49,155 less saves about $311 a month. Call it $3,700 a year.
That's the entire good news section. The rest of the money moves the other way.
Property tax and insurance in Jacksonville cost more than double Greenville's
South Carolina taxes an owner-occupied home at a 4% assessment ratio and then exempts it from school operating millage under Act 388. The effective rate lands near 0.5%. On a $374,895 house, that's roughly $1,875 a year.
Duval County's total millage runs about 17.86 mills. Apply the standard $50,000 homestead exemption to a $313,451 purchase and the bill comes out near $4,865. Same family, cheaper house, almost three times the property tax.
Insurance widens it. Insurify prices the average Jacksonville homeowners policy at $3,512 a year against a national average of $2,448. Greenville quotes run closer to $1,980 for $350,000 of dwelling coverage, and some carriers come in well under that.
The reason is sitting in the risk data. First Street rates Duval County's wind exposure Extreme, with 100% of properties carrying some risk of a severe wind event over the next 30 years. A rare storm today would produce gusts up to 191 mph there. In Greenville County the same storm produces 58 mph and the wind rating is Minor. On flooding, 24% of Duval properties face severe flood risk over 30 years. Greenville County is at 3%.
Carriers are reading that map. They price what they see on it, and in Jacksonville hurricane exposure lands on your monthly budget as a line item.
Florida's 2026 property tax amendment leaves new residents out for five years
This is the part that should change how you read every other Florida relocation article published this year.
On June 2 the Florida Legislature passed HJR 1, which goes to voters on November 3, 2026. If 60% approve, the homestead exemption rises from $50,000 to $150,000 in 2027 and $250,000 in 2028 on everything except school levies. Roughly 60% of homesteaded Florida owners would owe close to nothing outside of schools.
Now read the residency clause. Anyone who moves to Florida on or after January 1, 2027 gets the old $50,000 exemption for their first five years in the state. Not the $150,000. Not the $250,000. You qualify in year six.
Then look at who backfills the revenue. The Tax Foundation puts the hit to local governments at $4.6 billion in year one and $8.4 billion in year two, with no funding plan attached. Their analysis is direct about the likely response: millage rates go up on whatever is still taxable, which includes commercial property and the homes of new Florida residents.
So a family relocating to Jacksonville in 2027 could pay a higher rate on a smaller exemption while the neighbor who's been there since 2014 pays almost nothing. Ask your CPA and a Florida agent to walk you through your own numbers before you plan around this one.
What Florida's zero income tax is actually worth
It's worth real money and I'm not going to pretend otherwise.
South Carolina's H.4216, signed March 30, 2026, sets the rate at 1.99% below $30,000 of taxable income and 5.21% above, minus $966. On $70,000 of South Carolina taxable income that comes to about $2,681. In Florida you keep it.

Net, Jacksonville runs about $1,400 a year cheaper. Which is a rounding error against one insurance renewal or one hurricane deductible. Verify all of it with your CPA, because your deductions and your real quotes will move these figures.
Who should pick Jacksonville over Greenville
Some people should move to Jacksonville, and here is who.
If you work in logistics, rail, or Navy-adjacent contracting, Jacksonville is the better market and it isn't close. CSX is headquartered downtown. Three railroads and three interstates meet there. NAS Jacksonville and Naval Station Mayport together account for tens of thousands of jobs. Greenville's economy runs on advanced manufacturing and healthcare instead. The big names here are BMW, Michelin and Prisma Health.
If you want a beach you can reach on a weeknight, Jacksonville has one and Greenville has a four-hour drive.
If your household income is high enough that the income tax savings dwarf a $3,500 insurance bill, Florida's math improves fast. The higher your income, the more that zero rate is worth and the less the fixed carrying costs matter.
And on pure affordability ratio, Duval County looks better than Greenville County right now. Price to income there is about 4.4x. Greenville County is 4.9x, because Greenville earns more and its houses cost more still. That's a point against my own market and I'd rather you hear it from me.
